Procedure reference
1. The M9 points before the cheating started were about 350, and anyone over that will be banned. No individual action will be taken, and the person who published the ID will be held responsible.
2. Anyone with a clearly large amount of resources or negative numbers will be banned.
I think that just by doing this, over 90% of cheaters will be blocked.
